The final protocol of the second meeting of the Working Group on Education, Science, and Technology of the Joint Russian-Malaysian Commission on Economic, Scientific, Technical, and Cultural Cooperation includes a point about the establishment of a permanent communication platform in the mineral resource sector. The document was signed by the Deputy Head of the Ministry of Science and Education of the Russian Federation, Airat Gatiyatov, and the Deputy Secretary General of the Ministry of Higher Education of Malaysia, Megat Sani Megat Ahmad Supian.

A delegation from Empress Catherine II Saint Petersburg Mining University has begun discussions with colleagues from the University of Malaya in the Malaysian capital on the roadmap for the events of the first session of the Raw Materials Dialogue. It will be held in Kuala Lumpur in the autumn of 2025.

In the first half of April, the last group of participants from the Antarctic team of the Empress Catherine II Saint Petersburg Mining University returned to the city on the Neva. For the first time since November 2024, the group of scientists who carried out research during the 70th Russian Antarctic Expedition gathered together in full and shared the results of the completed season.

During the official visit to St. Petersburg, the delegation from Balochistan visited Empress Catherine II Saint Petersburg Mining University. Rector Vladimir Litvinenko, during a working meeting with the governor of the province, Sheikh Jaffar Khan Mandokhail, proposed to begin cooperation by including a representative from Balochistan in the annual program for training foreign managers in the raw materials sector, ”Managing Subsurface Resources Issues.” If there are more potential participants, the Mining University is prepared to create a separate group for Pakistanis.

The scientists from Empress Catherine II Saint Petersburg Mining University and the University of Malaya thoroughly introduced each other to the most promising components of their countries’ resource bases during the first joint online meeting, held on April 16-17.

A delegation from Empress Catherine II Saint Petersburg Mining University embarked on a two-month internship at Taiyuan University of Technology (TYUT) located in Shanxi Province, the coal capital of China. There, the group of young scientists began collaborative research with their Chinese colleagues in the fields of energy and mineral enrichment.

By March 2014, when the United States and the European Union imposed the first package of economic sanctions against Russia, the share of domestic equipment in our oil and gas sector was 43%. The forced restriction of imports stimulated domestic production growth, and this share increased to 62%. The goal for 2035 is 90%.

On Wednesday, April 9, a working meeting was held at Empress Catherine II Saint Petersburg Mining University with representatives from the University of Malaya, one of the oldest and leading universities in Malaysia. In a videoconference format, the parties discussed the details of organizing the Russia-Malaysia Raw Materials Forum.

The main participants of the meeting were the principals of 350 Russian schools, mostly from the academic partners of the Empress Catherine II Saint Petersburg Mining University . Specifically, the educational institutions involved in the ”Leader of Schools of Russia” project and UNESCO-associated schools.

In St. Petersburg, a three-day brainstorming session on improving the quality of school education concluded, with the participation of 350 school directors from across Russia, representatives from the university community, and invited experts. The All-Russian Academic Session ”Education in the Interests of the State and the Individual” was initiated by the Empress Catherine II Saint Petersburg Mining University and the International Center for Competencies in Mining Education under the auspices of UNESCO to develop consolidated proposals on the stated topic.

The result of the working group’s trip from Saint Petersburg Mining University to Eastern India was two roadmaps signed with the Indian Institutes of Technology (IIT) in Kharagpur and Dhanbad.

A delegation from Black Gold Mining (Benshangul-Gumuz region, Ethiopia) visited Saint Petersburg Mining University. The head of the corporation, Ms. Meseret Tsahai, spoke about the company’s extensive experience in coal mining in the country and how, thanks to the activities of the largest mining company in the region, Ethiopia became independent of foreign coal supplies.

The technology involves the disposal of environmentally hazardous phosphogypsum dumps with the extraction of valuable products for the chemical and metallurgical industries, as well as agriculture, along with the simultaneous extraction of rare earth metals (REMs).

At the end of February, three new supplementary professional competency programs were launched at the Student Creativity Center of Empress Catherine II Saint Petersburg Mining University: “Blacksmithing (Hand Forging),” “3D Printing Operator,” and “Mechanical Assembly Fitter.” These programs are designed for students of all specializations – the idea is to ensure that future engineers acquire basic hands-on skills as early as possible, familiarize themselves with tools and equipment, and, in general, develop an appreciation for working with their hands.

The QS World University Ranking by Subject 2025, published by the British ranking agency QS, has been released. Empress Catherine II Saint Petersburg Mining University has entered the top five universities worldwide in its core discipline, ”Engineering - Mineral & Mining Engineering,” securing 4th place. Additionally, in the ”Engineering - Petroleum Engineering” category, it ranked among the top 100 universities globally. This marks the best result among all Russian universities this year.

Few people in Russia have heard of the provincial Indian city of Dhanbad or about the country’s new national philosophy—”Make in India”. In essence, this is similar to our work on import substitution, but on a vastly different scale. Here, the goal is not just to abandon Western technologies but to first study them and then surpass them. The objective is to make India self-sufficient in everything—from consumer goods to artificial intelligence in both industry and everyday life. In other words, India’s sovereignty is the republic’s primary concern.
